Lordship that I caused the substance of Your Lordship's despatch W:116 of the 27th of June to be communicated to M. G. A. Woodcock, through the Acting Head Master of the Victoria College.
In reply a letter was addressed by the latter to the Acting Colonial Secretary, copy of which I enclose, in Enclosure 16th August 1898.
In which Mr. May points out what he considers as certain hardships in connection with the repayment of the cost expended upon the training of such Teachers as may be engaged for service in the Colonies.

It appears to me that the difficulty really depends upon what was intended by being definitely "engaged for service" mentioned in Your Lordship's Circular despatch of the 6th July, 1889.
